Don't penalize the defender when he blocks a pass with his leg. I get that someone kicking the ball should be penalized, but blocking a pass with your leg seems like it should be a legitimate defensive move and should just be 'play on'.

At least they've removed the resetting of the shot clock when this happens but take it further and just swallow the whistle and keep playing unless a flagrant kick of the ball occurs.
