Imagine college sport where schools couldn't recruit players. Instead, coaches
had to pick from currently enrolled students. Basically, everybody is a walk on per se.

What programs would then be the dominant schools in football and basketball?

It would then become a numbers/demographic game for success. Gonzaga would disappear overnight with a small enrollment. I would guess the sizable Texas/California/Deep South would do great in football.

BYU might actually do well in this scenario as it would be loaded with the best LDS talent and still draw from across the nation.
