Depends on your definition of stepping out. They step out of the lane in a way
that is 100% legal in taking the ball out after a made basket.
Could always move to the international trapezoidal lane. That would have the effect you want of them needing to go further to step out.
It's now 100% legal to fully carry the ball. Traveling is an art form. Ball handlers can hook with wild abandon. Moving screens are completely ignored. But post players not completely vacating an imaginary vertical boundary has got you all hung up?
