They shouldn't give the new number after getting flagged as fraudulent
And there should probably be a limit on how long they give updated numbers, if they're going to do it

I forget what the terminology is but you have to ask the credit card company not to link the old card to the new card.

Seems like that should be automatic if there are fraudulent charges on the card
