Yes he said Captain America represents lots of different things and he doesn't think America
should be one of those things. It is moronic.
It doesn't take a genius to realize that he thinks Captain America represents good and that America doesn't fit into that category for him. Yet Captain America was quite literally a character created to drum up American pride through ingenuity. Captain America represented America because America represented all that was good in the world.
