I don’t disagree that it was rolled out as an immediate part of the plan…
…but the decision to eliminate sports wasn’t based off a decision to implement the track system.

IIRC, they shut them down because both moved to a different school calendar that accommodates educating more students.

I wouldn't call it a "residual" when it happened prior to the change in academic calendar. It was part of that process.
