For this disaster, yes but when enough insurance companies pull out the state
will have to step in. After Hurricane Andrew in Florida enough companies refused to write new policies in the state that government had to step in and become an insurer of last resort for Florida homeowners. Through a couple of iterations Citizens Property Insurance Corporation was formed in 2002 to make wind damage coverage available.

Most mortgage companies require wind insurance as well as federal flood insurance for hurricane exposed homes.

California will have to do something similar as insurance companies continue to withdraw coverage.

It should be noted that Florida has required much stricter hurricane resistant building codes for rebuilds and new construction. Fire resistant roofs would have saved the majority of homes damaged in these fires. California building codes need to require these in rebuilds and new construction.
