Because having a detail like "Canada is actually owned by the United States" is kind of a lot to carry in the remaining novels in that universe.

I think they kind of just let that detail fade. I could have sworn in one of the more recent dirk pitt books that Canada was mentioned as being a sovereign country as if this book never happened.

(I mean, makes sense... Comic books do it all the time too)
