I went on a ride along with Utah Highway Patrol a couple of years ago.

During the drive, we pulled over a car and when the trooper got out of his patrol car, the driver sped off. We chased after them. The trooper explained to me that because they were not allowed to exceed the speed limit in the chase. Despite radioing for backup and having other UHP cars in the area, the car pulled in a neighborhood and we lost them.

I asked if they could just go to the home of the owner of the car as we knew their license plate number. The trooper said as they didn't know who was driving, it was a lost cause. They just moved on. I was shocked. I figured in today's day and age, a driver couldn't really evade the police. I was wrong and apparently it happens regularly.
