Probably. He won't decline it if he can't get comparable money I'd bet. Might be hard to find a team to give him more.

Problem with that is the new salary cap rule are very prohibitive for those teams and they have very few draft picks.

That's my point. It's very difficult for teams like the Suns to trade for him. Beal also has a no trade clause IIRC.
