Certainly not for a company maximizing shareholder value.
What is a little surprising is why they don't just build another theme park. Those places mint money.
Put one in Panama or Colombia and it would fill up overnight. Mexico would probably work, too. Maybe Querétaro, which is a clean, modern city with good infrastructure.
