Schools are allowed, but not required, to share up to 22% of their revenue.
The NCAA is in the hook for $2.5B to pay former athletes, dating back to 2016. The funds will comes from its reserves and by reduction in NCAA distribution.

From 2025-26 onward, the schools will be responsible.

Most G5 schools will not come close to sharing the maximum amount. Some P4 schools will also find it difficult.

How the money is distributed, and to whom, is left up to the schools.

I can see a movement to move away from the NCAA-mandated minimum of 16 sanctioned sports a school is required to have, in order to ease the financial burden.

As you posted, the separation between the haves and have-nots will increase.
