Votes. The AP poll is no longer independent and they pretty much just copy the CFP poll, coaches too.
In the olden days Georgia would have dropped a ton with that close win over tech. ND would have ended up at least one to two spots ahead of Georgia which would have been enough to hold Georgia off in the computer rankings.
