Perhaps the offense raises an orange colored flag for a substitution that starts
the substitution clock. The offensive players can’t run on to the field until the flag is raised.
The defense then gets 15 sec to match
If the offense runs out there with only 14 sec on the clock…too bad for the Offense.
If the offense runs out with 20 sec left, and the D stalls…they can hike the ball at 5 sec remaining
