They don't even issue a front licence plate in all the of the southern states...
I've lived in as an adult. They did growing up in California and I know Utah did. Is it just a Western thing or just random.

Nope. The new law took effect yesterday. It was a secondary offense, but it was still the law.

Got a ticket for it once, but in Idaho. I even tried to fight it in court.
