I believe it was targeting but I think the language does allow for the result we saw.
The contact to the head has to be forcable. That is the nebulous part that isn't clearly defined. The heading leads you to believe that forcable has to go beyond a legal tackle. If the refs thought he didn't make any effort outside a legal tackle and the head contact was incidental to the tackle...

I'm not saying it's right, just that there is room.
