Actually I didn't note that the pass was caught behind the LoS, that makes it legal again
It's summarized on the Wikipedia page for the rule:

Basically in the NCAA on a screen pass behind the LoS blocking ahead of the line is legal.

LOS was 21 and he caught it around 30
