Seed according to rank, expand to 16 and eliminate the bye
Auto bid to top 5 champs. Play first two rounds at home to take burden of travel and cost off fans. Play semi final and final at bowl sites. Rotate where each of those are if you have to.
All teams have at least two weeks off before the first round and 10 days between each round so the bye is pointless.
