On the pers foul, I think the ref messed up the player #; on the facemask penalty, he definitely hits him in the helmet
When the ref makes the call for the blindside block, he starts to say one number, then before he gets it out he changes it to #18. Obviously, I don't know what was in his mind, but I'll bet he messed up the player number on that one, as there is nothing that comes close to #18 committing a blindside block (at least in the video that is available).
On the Glasker facemask, if you watch the replay, you can see that Glasker definitely hits the helmet/facemask area with is hand/arm as he makes the tackle-sufficiently to redirect the player's head. While he didn't grab the facemask, hitting the helmet/facemask also qualifies as a personal foul as explained in the NCAA rules.
Striking Fouls and Tripping
ARTICLE 2 a No person subject to the rules shall strike an opponent with the knee; strike an opponent’s helmet (including the face mask), neck, face or any other part of the body with an extended forearm, elbow, palm, fist, or the heel, back or side of the open hand; or gouge an opponent (AR 9-1-2-I)
