Most states have laws that define what is a bike and what is a motor vehicle,
but lobbyists for the cycling manufacturers have pushed hard to err on the side of calling them "bicycles." In Utah, kids have to be 15 before they can operate an e-bike or an e-scooter, and the vehicle must be able to operate without the motor (by pedaling the bike or kicking the scooter). The Surron e-bikes are actually motorcycles in Utah, but very few municipalities enforce the laws around them.

It's crazy that I can get a ticket for testing my kids' 80cc pit bike on our street, but kids as young as 12 are zooming around on unregistered e-motorcycles.
