Roster flexibility. I think one of the changes the NCAA made last year is that

once you are on scholarship it has to be honored for all 4 years, where it used to be a year to year thing. By not filing your entire roster with scholarship players, it give you come wiggle room to "cut" walk on's if better players become available in the portal, through recruiting,etc.
