Shrink D1 to 64 teams. Establish 4 16 team conferences by regions. Each conference with two divisions of 8. You must play all 7 teams in your division, 2 from the other division, and 1 from each other conf. Each conf plays a 4 game playoff to crown a champ. Each conf champ plays in a super championship to crown the national champ. Bottom 8 teams relegated each year unless they were promoted the year before.
