The boat is essentially a floating small middle-class town.  Even if you only account for 0.1% being troublemakers in any given week, that's still five on the boat. There simply has to be some form of law enforcement. And when you combine violent perpetrators with authorized law enforcers, something's got to give.

It is tragic, but I don't view it as a reason to change anything.
