Ogden was always a railroad town. It drew in the rough crowd.
West Valley was the land of starter homes in the 70/80's which more or less means that nowadays your looking at the least expensive area in the valley. Great for young LDS families at the time that built them, but over time the yards stop being taken care of, cars end up in blocks in the driveway, and it is what it is.
