One of the major points of all of these court rulings is you can't put restrictions on these athletes' ability to pursue their education wherever they so desire. What you are proposing would put restrictions on their education IF the teams remain tied to universities.

Now, if they break away, form their own professional league, and pay a fee to the local university for the university's NIL, now you can regulate the league and institute a CBA that will govern player movement and contracts.
