Actually, KenPom Rating for the conference is the exact same this year as last year (surprisingly).
One big difference this year is SEC has been ABSOLUTELY dominant, and they are far and away the top conference - so in comparison Big 12 feels down.
The very bottom of the conference is much better this year than last year. Last two teams last year were 117 and 144 in Kenpom, and 88 and 92 this year.
