The literal first paragraph of the article is ...
"Americans should strive to eat less meat and saturated fats, while upping their intake of fiber-rich legumes, fruits and vegetables, according to new recommendations issued Tuesday by a panel of nutrition experts."

So yes, we should eat less meat AND eat more veggies/fruit/legumes.

But you're correct that my wording about eating "plants" which I used to cover legumes, fruits, and veggies, was the incorrect term because it could also include wheat, which wasn't what the article meant.
