When they buy a ticket, make it clear what is acceptable/not acceptable behavior
And if they violate the rules, they will be kicked out of the game - and swiftly enforce it.
I don't think it will take that many examples before people get it. Maybe some already have rules or disclose them upfront but not everyone and even if they do have clear rules, they probably don't enforce it swiftly or at all.
