They weren't getting meaningful snaps and basically out of the rotation. Epps was related more to injury, and I'd assume they'd bring him back if the portal landscape isn't as green as he thinks. Harper was a healthy scratch much of the year. Any defensive analyst would tell you BYU was extremely average at the SS position (Jay Hill essentially admitted that). Why he continued to rotate some many young guys through and was looking for someone to set themselves apart and make it difficult to take them off the field. Wakley has a nose for making plays that are presented to him, but he's far from a safety that dictates the game or makes QB avoid going to his side. (if you question this, ask yourself why Damuni, Prassas and Satuala got so many snaps). Despite these limitations.. Harper rarely saw the field without injury. Why? He was a liability in pass coverage and undisciplined. Look no further than the ASU game in the 3rd quarter (over the top TD). Jay mentioned that play at the one that bothers him most. Call it "miscommunication" and someone could point the finger at Collins, but I'd bet the house that Harper blew that coverage. He wanted to make a play in the run game and maybe he and Collins got a little too clever trying to predict the play action, but Collins has started more games than anyone in college football and didn't have a single play like that all year... And the next possession... He was still at Corner and Harper was out.
Davis made plays when he was given opportunities with injuries. SMU and Baylor... but he was buried. It took 3-4 injuries for him to see the field. I don't blame him for leaving. Bowers wasn't on the depth chart and even if he were, A-Rod TE use is minimal.
