If QB1 is banged up and the offense is sputtering, why not try to shake things up with QB2? I can see having QB1 watch/observe what the defense is doing can be beneficial. Is he trying to avoid a QB controversy? Seems like in the 80's and 90's that QB2 would often come in, though mostly at the end of games.
