I don't know your kid but there has to be something else consuming his time, girl, phone, computer, porn, etc.
Find out what it is.
Sit down and talk to him about how he is limiting his possibilities. No HS diploma, can't join the military, cannot go on a mission. Cannot go to college.
If you cannot light a fire, then you need to take things away, just like things in his life.
