Here are a few recommendations.
All mostly under 600 bucks give or take.
Sony ZV-1 or ZV1 II
Sony Cyber-shot DSC-RX100 IV
Panasonic Lumix DMC-ZS100
Canon EOS M200 (interchangeable lens)
Canon PowerShot G7X III
Sony RX100VA
You could also just get him like the DJI osmo action cam for 300 bucks and have him use that for photos and videos.
