Logic is good. It’s essentially GarageBand at a professional level.
Ableton is, IMO, the best software for music production. Tricky to learn but once you get the hang of it, it’s mind blowing.
Mac is the way to go as well.

If he hasn't already, he should check out Ableton, or Cubase. I would recommend Ableton.

iPad with Garageband is PLENTY unless he gets very serious.
