The raised arms reaction happens way too fast for an OL to counter it in time to
prevent a tipped pass. The defensive player raises his arm almost simultaeously with the ball coming out of the QB's hand, and the ball is either blocked or missed within .20 to .30 seconds. The OL's hand to the ribs happens too late to be effective. If it worked, you'd see a lot fewer batted balls, but batted balls are extremely common because that tactic doesn't work.
