Because it's about rewarding the best team, not the best team of the conference with solid mid-tier teams.
The Big12 has a lot of depth/parity, and appears to have a better group of teams in the 4th-10th place range in their conference standings than most of the other P4 conferences, but does not appear to have any single really good team.
Blame Kansas for messing up the last 3-4 games of the season for the teams that were legitimate candidates. They are to blame.
