The P2 budgets have absolutely exploded. From salaries to facilities they are burning more money than ever. This is all while college enrollment demographics are looking scarier and scarier. They need the money to sustain their excess spending. Every competent administrator knows higher Ed is facing tough times I'm the near future.

I don't think the big 12 is being targeted, rather the power players are just trying to make sure they keep getting all the slices of the pie they need to maintain the status quo.
