If they announce the team will be penalized for sideline interference if the crowd doesn't immediately return to the
stands, they would have moved.
Part of the problem is that there is no RULE. And the NCAA needs to fix that. The FINES that can be assessed is simply not good enough.
If a fan from the sideline or stands enters the field of play, it should result in a penalty on the home team period, the home team should have the obligation to police this.
