The host school is responsible to provide security & privacy for their guests. I remember reading that prior to officially joining the Big 12, the conference sent security officials to BYU to attend games at the Marriott Center and LES, and BYU was found lacking in that area (non-authorized personnel could access team areas pretty easily, IIRC), and BYU had to beef up their physical security based on recommendations from the conference.
For an employee whose job it is to provide that security & privacy to be the one who breaches that trust, that employee should be fired immediately (and prosecuted if the law allows it).
