Just like they made 1A and 1AA back in the day because they recognized there were inherent differences, it's time to do it again.

Take the top 50 or so most valuable football brands and put them together as the top tier. Only play each other. Create some balanced scheduling format and then a post season playoff.

Then let the others have their own where they play each other and have their own post season.

An then the current FCS.

Yes there will be times a 2nd tier school has found hidden gem talent and a great up and coming Coach. They could probably beat several top tier schools, but that's always been true. But there's too many competing interests for this to ever be just about pure competition on the field.
