The thing that bugs me is that the school is subsidized, but the way the rental
market is, students still get clobbered. It's an indirect transfer from church funds to Provo landlords.

students are willing to pay $x for a BYU education -> BYU charges below market tuition -> renters nearby can charge more -> students still pay $x, but more of it goes to rent and less to tuition.

Honestly, BYU should build a skyscraper and house all the students inside, just kill that whole market.
