talking about how quickly they snapped the ball but rather about which plays he was calling (e.g. runs vs. passes). Sounds like he's saying there was no deliberate attempt to run the ball in order to bleed clock, but that they were calling offensive plays based on "what the defense was giving them."
You can believe him or not, but my guess is that this is what he meant and you are misapplying his statements about play calling to play clock management and drive tempo.
That said, while he may not have been directing the offense to snap the ball late in the play clock, as you point out this offense does seem to struggle getting the plays in quickly and we substitute personnel a lot, which leads to defensive substitutions that can slow things down. So even if he is not intentionally slowing things down, he does seem to not be worried enough about speeding things up to change how the offense operates in terms of timing.
