he won't do anything to make significant change.

I think he feels that since it's one of the most valuable franchises on earth than he's doing things right. A SB win I'm sure would be nice but more importantly, at least for him, is he continues to sell tickets and merchandise.

If he ever starts seeing drastic declines in profits maybe he'll finally start to consider a better GM. But I'm not going to hold my breath.
