Rules For Thee But not for me
I remember when Washington tried something similar to the individual health products. All providers left the state.
Then some state senator's single daughter tried to get insurance. The senator was convinced that it was simply a matter of offering the carrier more money on the DL. They told him to pound sand. No way they'd sell his daughter any policy for any amount of money.

That prompted a quick review of the policies that drove every carrier to drop their individual lines. No one would sell them anything.

A quick reversal of the idiotic laws that precipitated the refusal to sell in their market.
