and then make a sub accordingly, then you risk having to use a time out or penalty so the defense can pretend to be really slow and put on a lame drama production.

Sure it's a trade off for the offense. But fans are finding that trade off really dumb. It doesn't make the game more fun to watch. It doesn't promote a general sense of fareness to the game. The rule needs modified to improve the game.
