Difference to me is there is an objective, defined difference (independent of intent) to when a play is a forward pass
or not. So it’s easy to limit what a player is allowed to do in those circumstances.

There is no objective, defined difference between a quick kick like we saw and any other punt. So the rules don’t change from one to the other.

If it were a big enough problem I’m sure they could create a rule, like making pointers have a specific number set and requiring non-punters to declare as eligible to point during a play. That’s what we do with identifying eligible receivers downfield.

But it’s not a big enough problem.
