It looks like artificial crowd noise is actually permitted with some caveats.
Obviously the failure here by Utah seems to be that they did not play the same crowd noise when their team had the ball. The rule book indicates this would be a violation:

They do. Our seats were about 10 rows from the top of the visitors section so there were no one but BYU fans behind us
