I think the rule is you need 3 seconds on the clock to spike it when the clock
Isn’t stopped. The 10 second runoff took it to two seconds. The clock starts once the official sets the ball so not enough time to line up and spike it per the rules
The real issue was Utah imitating the snap count causing the snap infraction in the first place.
