the ball is ready to be snapped. Then everyone counts a pre-determined number of beats in their head and the ball is snapped. If part of the forward motion is a hand motion designed to look like that signal when viewed out of the corner of another OL's eye, that is a disconcerting signal just as much as DL yelling out fake calls from the QB. It should be a delay of game penalty on the defense. It's tough to see for a ref though. IMO, that's why Coach S was going crazy. He saw it. Utah does that sort of thing all the time. And it's dirty. The play just over the line of what is right in so many ways and they often get away with it.
