It ended because the penalty wasn't on BYU.
If it had been declined, the ref would've stated so. The rule is that the game can't end on a defensive penalty. Utah wasn't on defense.

a game cannot end on a DEFENSIVE penalty. Utah, having received the ball, was on offense.
