win out. Oregon finishes 9-0 and Ohio State, Penn State, and Indiana are each 8-1. Ohio State beat both PSU and Indiana, so they get the #2 spot. Penn State has a better B1G strength of record, so they get #3 spot and Indiana finishes at #4.
